The Lisbon City Council (CML), in partnership with the NOVA Information Management School (NOVA IMS), is developing the Lisbon Smart Strategy 2030. This ambitious plan aims to transform the Portuguese capital into a smarter, more sustainable, and inclusive city, enhancing the quality of life for its citizens and boosting the competitiveness of local businesses.

NOVA IMS, through its NOVA Cidade Urban Analytics Lab and NOVA Innovation & Analytics Lab, has played a fundamental role in analyzing and diagnosing the city's needs. Key activities include analyzing internal CML questionnaires, conducting in-depth individual interviews, and organizing co-creation sessions with discussion groups.

The strategic plan involves several phases of development, starting with detailed diagnostics and progressing to the creation of specific action plans for each CML unit. This joint effort aims to tackle some of Lisbon's most pressing challenges, including housing, mobility, environment, economy, society, and governance.

Among the main challenges identified are the need to increase the supply of affordable housing, improve the public transport network, reduce greenhouse gas emissions, and promote social inclusion for an aging population. The Lisbon Smart Strategy 2030 will propose innovative solutions using integrated technology and data to improve urban management and decision-making.

Lisbon has been recognized as a city committed to sustainability and innovation, having been named the European Green Capital in 2020 and the European Innovation Capital in 2023. These recognitions underscore the importance of a strategic plan that consolidates and expands these efforts, positioning the city at the forefront of global smart cities.

The implementation of this plan will bring multiple benefits to Lisbon, including more efficient resource management, economic growth and innovation, improved quality of life, and greater resilience to climate change.
