Manuel Cabugueira
Manuel Cabugueira earned a PhD in Economics from ISEG, University of Lisbon, after completing a Master’s in Management and Industrial Strategy and a Bachelor’s in Economics at Universidade Portucalense in Porto. Currently, he serves as Senior Advisor at the Planning, Policy, and Foresight Competence Centre in Public Administration. Previously, he held roles as an Advisor at the State Centre for Legal Skills and Coordinator of the Legislative Impact Assessment Technical Unit. He has been a member of various international organizations focusing on Better Regulation and was the chair of the EU Council Working Group on this topic during Portugal's EU presidency. Cabugueira also has extensive teaching experience, including positions at Universidade Lusófona and NOVA IMS, and continues his research in economic law and policy impact.
